Modur is an island in the middle of the Neverender. It is roughly the size of Ireland and has a similar cool, wet climate. It is the home of the Moduri elves, who seem to be the only civilized beings indigenous to the area. Modur was discovered by Irolean sailors attempting to sail to Dorian over a thousand years ago, and was quickly colonized by the Irolean elves, who thought the Moduri elves were inferior abominations. The Moduri finally became independent again in 962 after a very bloody and violent revolution.

Many Valwyran scholars believe that Modur is actually the ancient floating city of Madoura-Kahe, an enormous city once situated above the middle of the Neverender, and that its elven inhabitants are those who survived its destruction following the end of the Age of Magic.
