Established in 456 of Valwyran Reckoning, the Valwyran Charter is a document establishing basic codifications of certain aspects of the world that are not otherwise codified. It has been edited and updated thousands of times since its inception, so much so that half of the Library of Valwyria contains only scrolls and tomes of the Charter since the beginning. For example, the Charter cements the Common language, preventing its habit of borrowing words from other languages from getting too out of control. The Charter also establishes the Beings of Avo, or the creatures that have shown that they have both Sentience, Civilization, and Storytelling. When first written, the Charter had only three Beings: Humans, Elves, and Dwarves. Over the next 3,000 thousand years, numerous other creatures have been added, removed, or renamed. Currently, there are eight official Prime Beings of Avo: Humans, Wyr (elves), Half-elves, Dwarves, Halflings, Gnomes, Sar (dragonborn), and Tieflings. Lesser Beings include Aasimar, Genasi, and Half-orc; these are Beings which have Sentience and Storytelling, but no Civilization (though many half-orc tribes would highly dispute this). Lastly, there are Beastlings, who are Beings that are, according to the Charter, βmore beast than man.β This is a very hotly debated term, and includes the Aarakocra, Tabaxi, and the newer Deneshae beastlings like the Rhinaur and Porcines.
